Simone Borg

Prof  Simone Borg started her career as a diplomat with the Ministry of Foreign Affairs in 1991 and then went on to head the Multilateral and Legal Affairs Department within the Ministry for the Environment. She was Malta’s chief negotiator in International Environmental Multilateral Agreements from 1991 to 2004 during which time frame she also drafted national environmental law and policy. She coordinated the transposition of the environmental acquis communautaire before EU membership. During Malta’s tenure of the Presidency of the European Council, as Malta’s head of delegation, she chaired the EU group on climate negotiations. 

Simone Borg has also worked as a legal expert on climate law and environmental law in various projects with the European Union, the United Nations, academic networks and IUCN. She was appointed Malta’s Ambassador for Climate Action in 2010. She chairs the Climate Action Board which is responsible for monitoring implementation of climate action targets within the public sector and promoting initiatives within the private sector in Malta. Prof Borg is a resident academic at the University of Malta and visiting academic in various universities abroad. She has published books as well as many articles and papers on environmental law, climate change law and ocean governance. Her monograph Conservation on the High Seas, explored how the fragmented legal regimes addressing the conservation of living marine resources can be better harmonized.

Prof Borg was recently awarded the Order of Merit by the Republic of France for her work on climate action in Malta and beyond.
